The Quad summit is expected to be hosted by India in the second half of 2025, possibly in November. However, the grouping faces turbulence that transcends the current flow of India-U.S. relations. The relevance of Australia and Japan, too, needs to be factored in. Beijing considers the Quad as “the Asian NATO” that aims to contain China. Since the commencement of Trump 2.0, the grouping has been struggling to redefine its role and mandate.

At the meeting of the Shanghai Cooperation Organisation (SCO) on October 26, Foreign Minister S. Jaishankar stressed the importance of maintaining regional stability and enhancing economic cooperation in Central Asia. Achieving its economic and strategic objectives in the SCO will become a challenge for Indian diplomacy next year, when Pakistan takes on the chairmanship of the grouping.

What would have been an important and expanding regional grouping has been complicated by the Russia-Ukraine crisis, the increased influence of China and an obstructionist Pakistan. India’s G20 and SCO presidencies have both promise and complexity, for itself and for Moscow. India need not involve itself in crisis settlement, but focus on economic issues, food and energy security, innovation and terrorism. Moscow can help itself by aligning its interests with India’s especially at multilaterals and the global south outreach, and potentially rebuild bridges with the developed north.
