During the week of the Munich Security Conference, Munich transformed into a temporary capital of global diplomacy. Gateway House participated and hosted a Side Event, “Multipolarity without Multilateralism: India, Europe and the Future of Global Order” on February 14. This diary captures observations from the conference and the city, reflecting on Europe’s evolving priorities and how the continent assesses its role in an increasingly fragmented world.

Over the last few decades, countries have stopped, delayed, or withheld their UN dues. The UN’s increasing financial needs have led to the acceptance of “voluntary” contributions. Those which come from any entities or individuals and are now its largest income stream. The biggest of these donors are the global philanthropies, which often have differing agendas from the UN’s responsibilities. This report studies these contributions and examines the linkages between donor priorities and UN mandates.

On January 7, 2026, the U.S. government announced its withdrawal from 31 UN organisations. This is a shock to the UN system. Several other countries have halted or only partially paid their dues over the years, creating a major funding gap. To cover for it, the UN has turned to “voluntary contributions” which come from philanthropic and private actors. Their misaligned mandates are distorting UN priorities.

India has done considerable groundwork to turn into a blue economy nation through its maritime policies and active support of the Indian Ocean Rim Association. The time is right for the country to now focus on blue diplomacy, with an emphasis on maritime security and sustainable, equitable harnessing of maritime resources.

The Sino-U.S. contestation is a central tenet of the Indo-Pacific. In this power tussle, the EU strategy for the region provides a new way to engage with partners in the "Third Space" for a free, open, and inclusive Indo-Pacific.

The Quad Foreign Ministers' meeting held on February 11 is the latest example of growing geopolitical cooperation. Several loci of power have emerged, indicating the end of the post-Cold War western hegemony. China's rise and alliance with Russia hints at a bipolar tendency in this nascent global multipolarity. India must ensure power distribution in Asia by sharpening its diplomacy to achieve its own interest - true multipolarity in Asia.

On 1 February 2022, Gateway House and the U.S. Embassy, New Delhi, co-hosted a panel discussion on India in the Indo-Pacific: Pursuing Prosperity and Security. The panelists explored the comprehensive role that India can play in the Indo-Pacific from the perspective of business, think tanks, academia and diplomacy.

The current crisis in Europe is a lesson in the diplomatic costs of lost opportunities, of reforming NATO as a basis for constructing a new security architecture in Europe at a time when such reform was possible. Now perhaps it is too late.

Nine great powers and a number of important multilaterals have vested interests in the Indo-Pacific. Given the U.S.-China standoff in the region, the role of new groupings like the Quad and AUKUS is significant. The time is ripe for India to use its position in the region, and convert its humanitarian duties into economic and strategic opportunities in 2022.

The India-EU summit held May 8, was more ambitious than previous ones. Now the summit’s words must turn into action, an effort that will require continuous discussion, patient negotiation and uninterrupted dialogue between Delhi and Brussels. Will the two capitals be willing to compromise and find common ground that they have not managed to demonstrate before?
