Each autumn, Russia convenes its flagship Annual Summit — a gathering of global leaders, business elites and intellectuals. Often compared in scale to Davos or Shangri-La, what sets Valdai apart is President Vladimir Putin’s extended, unscripted dialogue with the audience. Over the years, India has moved to the centre of this dialogue, reflecting its strategic weight and offering rare insight into Moscow’s evolving worldview.

India is strategically expanding its influence across the Indo-Pacific region, positioning itself as a key player in regional affairs. Three elements anchor the effort: development aid, trade and the diaspora. The country now has 20 Free Trade Agreement partners in the Indo-Pacific. The 21.8 million-strong Indian diaspora across the region is a significant source of soft power for India.

The 46th ASEAN Summit led by Malaysia in the chair, concluded in May. Malaysia is one of the founding members of the ASEAN, and is fully cognisant of its prolonged challenges, but as chair it has not addressed the issues. It raises questions on whether the stated deliverable of “inclusivity and sustainability” is merely a diversion from the country’s weakening leadership in the region.

The 56th ASEAN Foreign Ministers Meeting in Jakarta reflected the grouping’s resilience amidst transformative geopolitical changes in the Indo-Pacific. Striving for unity and centrality, ASEAN tackled challenges posed by COVID-19, economic slowdown, climate change, and U.S.-China competition. However, internal differences on sensitive issues like Myanmar have tested its credibility.

Since 1947, India has had a proud record of development cooperation. It began even though it was newly independent and itself developing, but created a camaraderie with movements in other emerging countries. Now after 75 years, its time to move toward an FDI-led model, which will particularly help reduce the rising indebtedness in the developing world.

ASEAN centrality is not what it used to be. Covid, post-pandemic economic recovery, the Ukraine crisis and the challenge of China all tested ASEAN capabilities to manage them. It is now up to ASEAN to work out its unity and centrality with a greater sense of responsibility.

The recently concluded ASEAN-U.S. Summit has raised the bilateral cooperation to a strategic comprehensive partnership. Key areas of cooperation were identified and global health, SDGs, maritime security and connectivity, and the Ukrainian war dominated the dialogue. The meeting is significant in light of the May 24 Quad Summit, where it is important for the US to have its engagement with ASEAN visible.

It has been a year since the democratically elected Myanmar government was overthrown in a military coup. Since then, economic instability and the pandemic have taken a toll on the nation. ASEAN's mediatory endeavours and Western sanctions have shown limited results. New Delhi's diplomacy must support ASEAN, while remaining pragmatic and protecting its interests in the country.

Three senior U.S. officials visited Asia in July in a well-choreographed diplomatic outreach strategy by the Biden administration. The U.S is willing to prioritise the Indo-Pacific and counter China. Asia cannot afford to be a reticent bystander.
