India’s transition from Digital Public Infrastructure to indigenous AI is not simply an effort to make more data available for AI development. It is to see how data associated with public digital systems can be brought into new technological uses without weakening the legal and institutional safeguards that govern its collection, access and use. That balance creates sustained innovation alongside privacy, participation and public accountability.

At the St. Petersburg International Economic Forum in June, President Vladimir Putin reiterated that Russia is building a sovereign AI ecosystem. Despite Western sanctions and the brain drain following the Ukraine war, Moscow continues to support AI startups and SMEs through state-backed funding. There are 38 Russian AI companies, and it is worth analysing their backgrounds, classifications, and the links between them and the Russian state.

President Vladimir Putin argued that Russia and the Global South must avoid being held hostage to the West. Since the Russia-Ukraine war began in 2022, sweeping sanctions have accelerated Russia’s efforts to build domestic digital infrastructure, strengthen AI capabilities, and deepen technological cooperation with partners such as India.

The Quad Foreign Ministers’ Meeting, held in New Delhi on May 26, highlighted both the progress and uncertainties surrounding the grouping. Significantly, it reaffirmed U.S. engagement. While the Quad has expanded its agenda and provided some concrete outcomes, the all-important Leaders’ Summit is still not visible – a worry for India’s prolonged chairship since 2024.
