Most multilateral and plurilateral institutions have lost their significance and ability to shape the trajectory of international relations today. The G7 is no exception. It is impacted by the shift of power from the Atlantic to the Pacific, and an intra-Atlantic rift. The G7 discussions reflected this. More positive were the sideline discussions on repairing the India-Canada bilateral.

The July 2 meeting of the QUAD foreign ministers in Washington, D.C., restated all the commitments of the grouping, including a condemnation of the April 22 terrorist attacks on Pahalgam. Yet, none of the QUAD countries actually came to the aid of India, despite China being a present player in the fight, in full support of its partner Pakistan.

Canadian Prime Minister Carney can use the upcoming G7 summit he is hosting to advance the North-South dialogue and cooperation and also to discuss the strained bilateral with India. India can articulate the viewpoint of the Global South, stressing its conviction that the G7 is better served by constructively working with developing and emerging economies.

The Quad foreign ministers meeting, held in Tokyo on July 29, took a clear position against China’s coercive actions in the East and South China seas. The four ministers have done their bit by reviewing the progress of the grouping’s many initiatives and reiterating its commitment to a free and open Indo-Pacific. For continued progress, the Quad now needs solid initiative from the top leadership – and a summit at the earliest.

The North Atlantic Treaty Organisation turns 75 this year. It has exceeded its original mandate of a collective defence for Europe and is expanding rapidly. From restraining the rise of Russia, it is now seeking non-NATO allies in Asia who wish to restrain China. This requires a nimbler, more dynamic alliance. Can NATO respond to the transformation?

The Ukraine crisis transferred global anxiety away from China and onto Russia. But this has not happened in the Indo-Pacific, where the Quad countries have followed a policy of economic disengagement from China, in the backdrop of the COVID pandemic and the regeneration of some economies. How the Quad managed this, is a worthwhile assessment.

In his new book, former Foreign Secretary Shyam Saran demystifies China's imagined belief of itself as the Middle Kingdom. Contemporary China's propensity to cut and paste history has resulted in China's resentment of India based on a limited understanding of Indian history and of China's past recognition of India as an advanced civilisation which impacted Chinese culture. Today the West recognises India's potential to match China, with depth and skills, over the long term.

The G7 has reached out to emerging economies which have, of late, been facing challenges on the economic front, brought on by the lingering pandemic and the mismanagement of the Ukraine crisis. They are also seeking, from the global south, a broader acceptance of their world view. Will it be forthcoming?
