The third Emerging Middle Powers Report reveals interesting trends. In every recent year, the five countries surveyed – India, Germany, South Africa, Brazil, and Indonesia – have been tested by events to prove they can prevail over the contested terrain of global politics. A pattern has emerged linking them together: non-alignment is their preferred response to a fragmenting order.

The G20 Summit in Johannesburg ended on a widely-shared sense of satisfaction and achievement, with the Global South’s perspective well-articulated, but divergent from some in the Global North. Now the G20's challenge is to restore its unity and credibility by working toward reconciliation with its next president, the U.S. Can India enhance its credibility and influence as a North-South bridge-builder?

The year 2025 is often compared to the Bandung moment of 1955, and for good reason. With the U.S. reordering traditional relationships, the opportunity for greater emphasis on the Global South is now. It is therefore time for India, Africa and ASEAN among others to re-burnish their Global South credentials and use that identity as a platform to engage each other more deeply.

PM Modi's multi-country visit from 15-19 June to Cyprus, Canada, and Croatia demonstrated India's expertise in nurturing ties with great powers, middle powers and state powers. The common thread was twofold: to represent India at the still-important summit of the Group of Seven in Alberta, and to push India’s strategic partnership with the EU, by forging closer ties with the countries of eastern and central Europe.

Most multilateral and plurilateral institutions have lost their significance and ability to shape the trajectory of international relations today. The G7 is no exception. It is impacted by the shift of power from the Atlantic to the Pacific, and an intra-Atlantic rift. The G7 discussions reflected this. More positive were the sideline discussions on repairing the India-Canada bilateral.

Canadian Prime Minister Carney can use the upcoming G7 summit he is hosting to advance the North-South dialogue and cooperation and also to discuss the strained bilateral with India. India can articulate the viewpoint of the Global South, stressing its conviction that the G7 is better served by constructively working with developing and emerging economies.

The traditional power structures of ‘unipolarity’ or ‘bipolarity’ prevalent over the past 80 years are no longer appropriate to describe the current global order, with more countries increasingly supporting the evolving multipolar world. With the old ‘rules-based’ order becoming less relevant, emerging powers like India have an opportunity to draft more equitable rules to match their multipolar intentions.

The world is undergoing profound transformations that are not being driven only by the United States, China or Russia. Small and medium-sized States are carving out a legitimate place for themselves in the emerging new order. This second edition of our annual Emerging Middle Powers Report is a reminder that the signs of the times are showing a new momentum for middle powers.

Prime Minister Narendra Modi’s six-day visit to Nigeria, Brazil, and Guyana in November resulted in several bilateral agreements on economic, developmental, energy and technological cooperation. The trip highlighted India’s strategic and diplomatic priorities in Africa, Latin America and the Caribbean and offered the country an opportunity to position itself as a key partner for sustainable development and multilateral cooperation in the Global South.
