Significant progress has been made globally in adopting green energy. Technological advances, easier availability of capital and regulatory measures have helped. But progress is likely to slow due to the shocks caused by Covid-19 and the Ukraine crisis. How to continue the green transition whilst ensuring that lower-income countries have access to affordable energy? This Task Force offers recommendations for India’s G20 Presidency.

Gateway House is the only institution in India that has hosted official and independent meetings under the annual G20 process since 2015. In October 2022, Gateway House initiated an independent G20 Task Force on Energy Transitions and Climate Finance, the first task force of India's G20 Presidency of 2023. Hailed as historic, the new global rules to curb harmful fishing subsidies is a step towards sustainable fishery practices. The negotiated deal, however, is fraught with concerns over overcapacity in fisheries, deep-sea fishing legislations, and blue finance. It may be better for developing countries to formulate their own regulations and set up mechanisms to prevent illegal fishing within their territorial waters – and hold the WTO agreement to its word.

The Quad has agreed to launch a satellite-based maritime security initiative to curb illegal fishing by China. India is a global leader in satellite launches, especially in Earth Observation (EO) satellites. The Indo-Pacific nations are looking at the Indian model because it is applicable, economical, and sustainable.

The Oct 30-31 G20 Leaders’ Summit in Rome took several important steps to accelerate economic recovery and health security. In the absence of several Eurasian leaders, India played a significant role especially on climate and energy. The G20 will now acquire greater salience in India's foreign policy, as it readies to lead the grouping in 2023.

Three senior U.S. officials visited Asia in July in a well-choreographed diplomatic outreach strategy by the Biden administration. The U.S is willing to prioritise the Indo-Pacific and counter China. Asia cannot afford to be a reticent bystander.

A potential anti-Quad formation of China, Russia, Iran and Pakistan is in the making, and can pose risks to the Quadrilateral Security Dialogue. However, a close analysis of China's bilateral relationship with each country shows that this is a flawed grouping, formed on limited common interests and rivalries.

Now that the India-U.S. 2+2 meeting has ended, Indian officials are preparing for a hectic season of summiteering in November, from the SCO to the BRICS and the G20. All will give India global attention, and help the country prepare its positioning at home and abroad.

The Space20 is the newest sub-forum of the G20 initiated by Saudi Arabia, with the support of the United Nations Office of Outer Space Affairs. India, on its way to the G20 presidency in 2022, should set a comprehensive Space20 agenda for the democratization of outer space, whereby it can share its space growth story with the developing world and achieve its goal to become a global knowledge epicenter.

The UN turned 75 this year but instead of grand celebrations, the world witnessed an empty UNGA with world leaders addressing it via video screening because of the pandemic. The UN is under unprecedented stress and being shown up for its inability to tackle the challenges of today like the pandemics, climate change, terrorism or global peace and security. The institution's key governing structures, especially the UN Security Council, are inadequate and demand reform. India must now use gritty resolve to ensure its place in these governing structures.
