The Manila meetings of ASEAN, held amid continuing crises in Ukraine and West Asia, have demonstrated that ASEAN centrality has not gone out of fashion. Neither the U.S. nor China, despite scepticism about ASEAN's effectiveness, wishes ASEAN institutions to disappear. India, Russia, Japan, Australia, the EU and the UK likewise continue to use these meetings as valuable platforms for Indo-Pacific engagement.

The West Asia conflict has disrupted global stability, impacting ASEAN economies and diplomacy. As chair, the Philippines balances its alliance with the U.S. and regional neutrality, while Indonesia and Malaysia reflect domestic support for Arab states. With energy shocks, remittance risks, and inflation rising, ASEAN’s limited influence is evident. Has ASEAN once again been drawn into a vortex of crises beyond its control?

The recent ASEAN Summit and East Asia Summits stressed the region's centrality and unity while also revealing its principal challenge: managing strategic contestation between the U.S. and China. The outcomes of both summits are reflective of ASEAN's diplomatic and strategic dilemmas in Southeast Asia and the Indo-Pacific.

There have been mixed reactions to India’s not signing on to the Regional Comprehensive Economic Partnership. India is often criticised for abstaining from trade agreements and being a protectionist nation, but in fact, the reverse is true. The country’s trade to GDP ratio of 43% is higher than China’s 38% and the U.S.’ 27%. This shows how important trade is for India, particularly if it wants to reach the 2024 goal of being a $5- trillion economy.
