Significant progress has been made globally in adopting green energy. Technological advances, easier availability of capital and regulatory measures have helped. But progress is likely to slow due to the shocks caused by Covid-19 and the Ukraine crisis. How to continue the green transition whilst ensuring that lower-income countries have access to affordable energy? This Task Force offers recommendations for India’s G20 Presidency.

Gateway House is the only institution in India that has hosted official and independent meetings under the annual G20 process since 2015. In October 2022, Gateway House initiated an independent G20 Task Force on Energy Transitions and Climate Finance, the first task force of India's G20 Presidency of 2023. The Quad has agreed to launch a satellite-based maritime security initiative to curb illegal fishing by China. India is a global leader in satellite launches, especially in Earth Observation (EO) satellites. The Indo-Pacific nations are looking at the Indian model because it is applicable, economical, and sustainable.

India has seen a recent influx of refugees from Afghanistan and Myanmar. This has highlighted the absence of a concrete refugee policy in India. India must formalise its approach towards refugees. The Citizen Amendment Act of 2019, is a start. India can move this forward by learning from the examples of other democracies like the U.S., Kenya and South Korea, on how to balance international law with its national security interests.

Foreign Secretary Harsh Vardhan Shringla is on a crucial visit to Nyapitaw, meeting with the military government and opposition for the first time since the military coup this year. This is part of New Delhi's diplomatic agenda for Myanmar, which includes border management and striking a balance between strengthening democracy and supporting the military, amid dynamic regional geopolitics.

The Oct 30-31 G20 Leaders’ Summit in Rome took several important steps to accelerate economic recovery and health security. In the absence of several Eurasian leaders, India played a significant role especially on climate and energy. The G20 will now acquire greater salience in India's foreign policy, as it readies to lead the grouping in 2023.

Three senior U.S. officials visited Asia in July in a well-choreographed diplomatic outreach strategy by the Biden administration. The U.S is willing to prioritise the Indo-Pacific and counter China. Asia cannot afford to be a reticent bystander.
