The first in-person Quad Leader's Summit drew global attention for its symbolism and substance. A critical analysis of its outcome shows that the institutionalisation of the organisation has begun. India has a chance to work with the advanced economies, on an equal footing and with much to contribute.

On September 24, the Quad leaders will attend the first in-person summit of the grouping in Washington DC. There is much to discuss for the four leaders, given recent developments: the Taliban takeover of Afghanistan, the Australia-UK-US (AUKUS) security partnership and the EU's new Indo-Pacific strategy. The Quad also needs to focus on long term goals like institutionalising itself and devising a strategy to counter the China challenge.
Sanctions are an important foreign policy tool, used especially by the West against its adversaries. Now, these rivals are retaliating with counter-sanctions. Are these effective? How does this impact global politics? Where does India stand in this free-for-all sanctions era?
For years, Western countries have used sanctions as a means of economic warfare against their adversaries. Now, China and Russia are utilising the same tactic against the West. The United Nations Security Council is paralysed by differences between the five permanent members, leaving the tools of unilateral sanctions and counter-sanctions to proliferate at the cost of UN-approved multilateral sanctions.
This India-EU summit was different from the ones past, and India is a significant gainer. A trade agreement and connectivity partnership aside, the EU has stepped up to help India during this emergency, viewing it not as a weak state but as a partner in distress. The geopolitical indicators for an enhanced engagement are now also in place.
The U.K. is out of the EU, and re-positioning itself into the idea of Global Britain, seeking partnerships into diverse groupings and regions. India was an early strategic, defence and digital outreach, but a serious pivot has been made to broader Asia for trade and investment linkages, with vigorous follow-up. The re-entry and acceptance of Britain in Asia, has implications.
A yawning gap has opened up between what countries know about the risks of climate change and what they are doing to reduce them. In the riskier new era of climate change, the longer countries take to close that gap, the more painful and deadly the outcomes.
Now that the India-U.S. 2+2 meeting has ended, Indian officials are preparing for a hectic season of summiteering in November, from the SCO to the BRICS and the G20. All will give India global attention, and help the country prepare its positioning at home and abroad.
The Space20 is the newest sub-forum of the G20 initiated by Saudi Arabia, with the support of the United Nations Office of Outer Space Affairs. India, on its way to the G20 presidency in 2022, should set a comprehensive Space20 agenda for the democratization of outer space, whereby it can share its space growth story with the developing world and achieve its goal to become a global knowledge epicenter.
The UN turned 75 this year but instead of grand celebrations, the world witnessed an empty UNGA with world leaders addressing it via video screening because of the pandemic. The UN is under unprecedented stress and being shown up for its inability to tackle the challenges of today like the pandemics, climate change, terrorism or global peace and security. The institution's key governing structures, especially the UN Security Council, are inadequate and demand reform. India must now use gritty resolve to ensure its place in these governing structures.
