To truly represent the South, India must understand the moods and changes in Africa, especially in its external partnerships

Japan’s recently released National Security Strategy document has pathbreaking commitments to strengthen Japan militarily. It reflects a dramatic change over the last decade, when the national threat for pacifist Japan was largely China. Now North Korea and Russia are included, and a Japan with superior defence capabilities will play a larger role in the Indo-Pacific.

2023 brings responsibility and opportunity for India. As the host of the G20 and the Shanghai Cooperation Organization, the world will be watching closely. With this authority, comes challenges encapsulated by five C’s: Covid, Contraction, Climate crisis, Conflict and China. If India is able to use its opportunity, the year could end with India viewed as a near-great power, an international bridge-builder, and a successful democracy.

German Chancellor Olaf Scholz's essay on Zeitenwende emphasises a strong Germany as a guarantor of European security. It has attracted global attention - but has virtually no mention of India. In parallel, however, the visit of Foreign Minister Annalenna Baerbock reinforced Germany's interest in India, and suggested an upgrade to the bilateral. It is necessary, if India is to seek expanded economic ties with Berlin.

Trade-shy India is now energetically embarking on a series of trade agreements to boost exports, remove barriers for skilled Indian professionals and secure imports of essential raw materials for manufacturing growth. New trade agreements signed with Australia, the UAE and soon the U.K. will be templates for more to come.

India has not invested much in multilateral rule-making institutions like the G20, but it is never too late to start. India is ahead in some aspects, particularly technology with digital public goods and its governance. But it will certainly need help and expertise.

Despite the current tense global atmosphere, India and its foreign policy have remained true to its core of peace and security for all and equity and justice for the developing world. Throughout history, dialogue and diplomacy has been supported as a solution to dispute. Now, as G20 President, New Delhi can sow these seeds of peace in an increasingly multipolar world.

The reference to India by Russian President Vladimir Putin at the Valdai Discussion Club may be interpreted as encouragement to New Delhi to use its good offices to nudge the warring sides to the negotiating table. Mediation is a big power game, and this may be the right time for India, at the cusp of the G20 Presidency, to start with a record of success

The consecutive Presidencies of the G20 for India, Brazil and South Africa provides a rare, unique opportunity to forge an agenda common to both the G20 and IBSA. The timing is coincident: with Russia and China consumed by conflict and zero-Covid respectively, BRICS has receded. IBSA can convert both crises into an opportunity and become relevant to the Global South’s current and future challenges.
