This narrative-led approach begins before hostilities start and seeks to set the agenda for leaders, their militaries and geopolitics. Democratic societies like India must prepare for similarly coordinated strategies and build societal resilience to manipulation.

Digital Public Infrastructure (DPI) in India has encouraged innovation, resulting in accelerated economic growth and efficient delivery of government services, all whilst maintaining digital sovereignty. Further success depends on developing international standardisation and interoperability. As a DPI pioneer, India can use its position to create a repository of best practices and encourage collaboration for global digital governance standards.

A serious stocktaking is expected at the Quad Leaders' Summit in Tokyo, to measure the progress of its wide-ranging list and proposals. In addition to vaccine partnerships, climate change, and connectivity, the Quad must now craft a common strategy for and expedite cooperation in, the economy, higher education, industry, and technology. It will also project unity in the Indo-Pacific region.

The recent Quad Leaders' Summit set cybersecurity cooperation as a priority for the four countries. The Quad leaders also announced the creation of a Senior Cyber Group, a joint effort on establishing cyber standards and security. This builds on an already-robust collaboration, especially since Quad members have shared cyber threat perceptions.

The ransomware attack on Colonial Pipeline in the U.S. has underlined the importance of cyber security in critical infrastructure. India has not escaped the brunt of a recent global surge in cyber attacks. Though New Delhi has taken steps to protect critical infrastructure, problems in information sharing of threat vulnerabilities impede an effective response.

After the strategic digital pushback against Chinese investments and apps, India should turn its attention to the biggest Chinese domination tool – 5G. This is the mother lode that enables the efficient gathering of data, which when mined, results in product enhancement and pricing benefits to products listed in China 2025 and helps China set global standards. There is an urgency for alternate suppliers of 5G equipment and other technologies to avoid relying on China.

With more than 130 and 119 million users respectively, Chinese apps such as UC Browser and TikTok are not merely internet products, but serious content aggregators in India. But the final control of data collected by these apps resides in China, and this creates a grave risk to national security.
