The Quad summit is expected to be hosted by India in the second half of 2025, possibly in November. However, the grouping faces turbulence that transcends the current flow of India-U.S. relations. The relevance of Australia and Japan, too, needs to be factored in. Beijing considers the Quad as “the Asian NATO” that aims to contain China. Since the commencement of Trump 2.0, the grouping has been struggling to redefine its role and mandate.

U.S. President Trump will meet Russian President Putin on August 15. A positive outcome may mean removal of punitive U.S. tariffs on India for buying Russian oil and resolving its dilemma of placating a partner country with growing commercial, geopolitical and defence ties, or pursuing strategic autonomy, keeping its old friends and take an economic hit? India is strategically expanding its influence across the Indo-Pacific region, positioning itself as a key player in regional affairs. Three elements anchor the effort: development aid, trade and the diaspora. The country now has 20 Free Trade Agreement partners in the Indo-Pacific. The 21.8 million-strong Indian diaspora across the region is a significant source of soft power for India.

The July 2 meeting of the QUAD foreign ministers in Washington, D.C., restated all the commitments of the grouping, including a condemnation of the April 22 terrorist attacks on Pahalgam. Yet, none of the QUAD countries actually came to the aid of India, despite China being a present player in the fight, in full support of its partner Pakistan.

The Quad foreign ministers meeting, held in Tokyo on July 29, took a clear position against China’s coercive actions in the East and South China seas. The four ministers have done their bit by reviewing the progress of the grouping’s many initiatives and reiterating its commitment to a free and open Indo-Pacific. For continued progress, the Quad now needs solid initiative from the top leadership – and a summit at the earliest.

The Ukraine crisis transferred global anxiety away from China and onto Russia. But this has not happened in the Indo-Pacific, where the Quad countries have followed a policy of economic disengagement from China, in the backdrop of the COVID pandemic and the regeneration of some economies. Indonesia has managed its G20 Presidency year by understanding the importance of not going it alone. This trading nation has used its deep regional and multilateral cooperative processes which provided trusted back-up and support at every step, and was book-ended by strong linkages and investment partnerships with Japan and Australia. In this, it has laid the groundwork for India’s 2023 presidency.

After its fourth summit on May 24, the Quad has emerged stronger and clearer in its initiatives which are aimed at addressing the Indo-Pacific’s geopolitical challenges. India now has a chance to work with like-minded democracies on an equal footing, with much to contribute. The Quad’s strategy for the Indo-Pacific is to deepen internalised cooperation for continued peace, prosperity, and stability.

A serious stocktaking is expected at the Quad Leaders' Summit in Tokyo, to measure the progress of its wide-ranging list and proposals. In addition to vaccine partnerships, climate change, and connectivity, the Quad must now craft a common strategy for and expedite cooperation in, the economy, higher education, industry, and technology. It will also project unity in the Indo-Pacific region.
