China is rapidly expanding its influence in the Indian Ocean Region, as its massive investment in ports starts to materialise. From smaller investments of $78 million in Djibouti to large ones like $1.6 billion in Gwadar, these are funded largely by Chinese state-owned enterprises. Three senior U.S. officials visited Asia in July in a well-choreographed diplomatic outreach strategy by the Biden administration. The U.S is willing to prioritise the Indo-Pacific and counter China. Asia cannot afford to be a reticent bystander.

This was part of the Global Conclave 2021, hosted by the Nepal Institute for International Cooperation and Engagement (NIICE), Kathmandu. Bhatia spoke about the present state, past trajectory and future challenges and opportunities for regional and sub-regional cooperation through SAARC and BIMSTEC.

The Quad countries are preparing for an autumn summit in Washington, which will provide an opportunity to discuss multilateral cooperation in various sectors. Four dimensions which merit closer attention and are crucial to the group's future are the Indo-Pacific strategies of European countries and the EU, partnerships with ASEAN and its members, closer India-U.S. ties and maritime security issues in the Pacific.

Since the military coup in Myanmar on February 1, violence and protests have broken out across the country and are continuing. Supported by India and Japan, ASEAN has played a key role, by calling the emergency summit in Jakarta. It has bridged internal gaps and helped navigate the international community to a reconciliation of the crisis. India must continue support to such efforts, which aim for immediate and long-term peace.

The 17th Bay of Bengal Initiative for Multi-sectoral Technical and Economic Cooperation (BIMSTEC) ministerial meeting was held on 1 April 2021. Though the grouping is ready to move forward, a number of obstacles stand in the way of this, including regional tensions, uncertainties surrounding SAARC and China's involvement in the multilateral. As BIMSTEC is to celebrate the silver jubilee of its formation next year, can it achieve its goal, to effect “a paradigm-shift in raising the level of cooperation and regional integration"?

On 3 March 2021, the Office of the Prosecutor at the International Criminal Court (ICC) at the Hague, commenced an official investigation into Israel and Palestinian Armed Groups' alleged war crimes committed in the occupied territories of Palestine since July 2014. Palestine, which referred the case, is a member of the ICC, but Israel is not. Does the ICC have any jurisdiction in these cases? Will US support for Israel play a role? The three instances in the table show precedents in similar matters.

Vietnam had a busy 2020, starting with its chairmanship of ASEAN and ending with the signing of RCEP, and a free trade agreement with the EU. All were completed successfully despite the pandemic, which it also handled well. It has revealed Vietnam’s dexterity and confidence, good management and societal control and raised the country’s global profile.
