The EU's Indo-Pacific strategy, released in September, set the tone for a renewed focus on the region. Europe's Asia connect is rich, strong and multi-layered, laying the foundation for an advantageous position for the EU in the Indo-Pacific. Last month, at a hybrid meeting, the Foreign Ministers of India, the U.S., Israel, and the UAE set up a forum for quadrilateral cooperation. In the many issues discussed, the technology dimension shows the most potential for collaboration, with unique contributions of expertise and resources available from each country's tech hubs: Bengaluru, Silicon Valley, Dubai and Tel Aviv.

The recent Quad Leaders' Summit set cybersecurity cooperation as a priority for the four countries. The Quad leaders also announced the creation of a Senior Cyber Group, a joint effort on establishing cyber standards and security. This builds on an already-robust collaboration, especially since Quad members have shared cyber threat perceptions.

After 9/11, the threats to America are right where they were 20 years ago: still in Afghanistan, and now backed by the strength of a state. What happened to America, that “shining city on a hill” that beckoned brightness to its shores and won allies? Some self-delusion, a belief that it was still the global monarch after World War II and the inability to distinguish between friends and foes.

A potential anti-Quad formation of China, Russia, Iran and Pakistan is in the making, and can pose risks to the Quadrilateral Security Dialogue. However, a close analysis of China's bilateral relationship with each country shows that this is a flawed grouping, formed on limited common interests and rivalries.

The idea of a U.S.-India-Israel trilateral cooperation is not unknown, but rather unfulfilled. Diaspora associations have repeatedly raised the idea of a technology triangle amongst the three countries, and in 2020, the three countries explored a potential cooperation in 5G communication technology. On these terms, taking advantage of the bilateral synergies and establishing a start-up corridor between Tel Aviv, Silicon Valley, and Bengaluru, can launch this partnership.

India has not escaped the brunt of a recent global surge in cyber attacks. Though New Delhi has taken steps to protect critical infrastructure, problems in information sharing of threat vulnerabilities impede an effective response.

Indian entrepreneurs are developing niche technologies which will boost the Indian military’s combat capabilities. They are also enabling the much-needed commercial synergy with Silicon Valley venture firms.

The first-ever Quad Leaders' Summit on March 12, 2021 was a defining moment in Asian geopolitics, with the promise of a strong political commitment in the future. A joint op-ed by the Quad leaders stated a number of priorities for the grouping, ranging from security in the Indo-Pacific to climate change to vaccine partnerships. This is a crucial partnership for India, as this grouping of democracies will reinforce Indian diplomatic initiatives, launching the country into global relevance.
