Eight weeks later, tempers are cooling off as the U.S and EU signed agreements at COP26. So, are transatlantic good times back on track? Has AUKUS put a permanent spanner in the wheel of the EU’s Indo-Pacific outreach?

The EU's Indo-Pacific strategy, released in September, set the tone for a renewed focus on the region. Europe's Asia connect is rich, strong and multi-layered, laying the foundation for an advantageous position for the EU in the Indo-Pacific. This can be achieved if the EU is more candid with itself, more assertive with China, and more cooperative with India.

The Oct 30-31 G20 Leaders’ Summit in Rome took several important steps to accelerate economic recovery and health security. In the absence of several Eurasian leaders, India played a significant role especially on climate and energy. The G20 will now acquire greater salience in India's foreign policy, as it readies to lead the grouping in 2023.

The Bay of Bengal is a natural bridge between South and South-East Asia, which New Delhi seeks to optimise. But progress on India's Act East policy has been slow, creating a space for China's Belt and Road Initiative to step into. While India cannot match China’s cheque-book diplomacy, it can use its start-up industry to pursue a combination of physical, technological and financial projects to improve regional connectivity.

Three senior U.S. officials visited Asia in July in a well-choreographed diplomatic outreach strategy by the Biden administration. The U.S is willing to prioritise the Indo-Pacific and counter China. Asia cannot afford to be a reticent bystander.

India’s oil consumption and imports are likely to resume their upward trajectory as the economy opens up, after a temporary drop due to the pandemic. To secure its energy needs, the country should shift course from investing in oil and gas assets of emerging economies to those of developed nations. The oil-rich Organisation for Economic Co-operation and Development (OECD) countries, such as Canada, Norway, and the U.S. can be given special consideration.

The Quad countries are preparing for an autumn summit in Washington, which will provide an opportunity to discuss multilateral cooperation in various sectors. Four dimensions which merit closer attention and are crucial to the group's future are the Indo-Pacific strategies of European countries and the EU, partnerships with ASEAN and its members, closer India-U.S. ties and maritime security issues in the Pacific.

The EU’s Indo-Pacific strategy comes better late than never. But it has to step gingerly. It cannot antagonize China, wants to build on the legacy of its members’ colonial past, give the region the infrastructure it needs, and make the trade agreements that it wants. Is it achievable?

The Space20 is the newest sub-forum of the G20 initiated by Saudi Arabia, with the support of the United Nations Office of Outer Space Affairs. India, on its way to the G20 presidency in 2022, should set a comprehensive Space20 agenda for the democratization of outer space, whereby it can share its space growth story with the developing world and achieve its goal to become a global knowledge epicenter.
