The Quad countries are preparing for an autumn summit in Washington, which will provide an opportunity to discuss multilateral cooperation in various sectors. Four dimensions which merit closer attention and are crucial to the group's future are the Indo-Pacific strategies of European countries and the EU, partnerships with ASEAN and its members, closer India-U.S. ties and maritime security issues in the Pacific.

The ransomware attack on Colonial Pipeline in the U.S. has underlined the importance of cyber security in critical infrastructure. India has not escaped the brunt of a recent global surge in cyber attacks. We hosted a webcast with Konrad-Adenauer-Stiftung on, Myanmar: Hundred days after the coup on 13 May 2021 at 5:30 PM IST. This webcast discussed the conflict in Myanmar, the pulse of the protesters’ fight for democracy, the ominous presence of China as well as Russia and multilateral measures that the neighbouring countries including India can take towards restoring democratic processes in Myanmar.

This India-EU summit was different from the ones past, and India is a significant gainer. A trade agreement and connectivity partnership aside, the EU has stepped up to help India during this emergency, viewing it not as a weak state but as a partner in distress. The geopolitical indicators for an enhanced engagement are now also in place.

A recent treaty between China and Russia makes it plain for India that leaving space exploration to a few science aficionados can be dangerous. India needs a national space exploration strategy with tangible economic and meta-strategic goals in sight.

The EU’s Indo-Pacific strategy comes better late than never. But it has to step gingerly. It cannot antagonize China, wants to build on the legacy of its members’ colonial past, give the region the infrastructure it needs, and make the trade agreements that it wants. Is it achievable?

Individuals now generate copious amounts of personal data everyday – both online and offline. Devices and infrastructure extract data, which can be shared instantly across borders with diverse entities - without consent. It is imperative that countries come together to create regulations to protect individuals who are unable to control how their data is shared and processed. A model already exists in the Paris Climate Agreement.

Fueling its diplomatic drive is the region’s strategic importance and an enhancced focus on Central Asia with its strong civilizational, cultural and emotional bonds with India. Despite the daunting regional challenges, old and new, a seat at the SCO table strengthens India's hand in shaping the grouping’s - and region’s - future.
