By inviting all SAARC heads of state to his swearing in ceremony and by choosing Bhutan to be the destination of his first foreign trip abroad, Prime Minister Modi has made foreign policy and SAARC central to the new government’s agenda. Another important neighbour, China was quick to congratulate and engage with Modi; the visit of foreign minister Wang yi this week is a sign that bilateral ties will be raised to heights.
