Instead, developed nations are seen as having achieved the biggest victory, by erasing the notion of “historical responsibilities” for global warming (EC Dec.11’15). “The developing world has lost the geopolitical battle,” said Rajni Bakshi, a climate expert at Mumbai-based Gateway House. “We wanted, as a block, that those who have largely contributed to emissions, i.e. the developed world, should be held responsible and should pay for it. But in the end, it is the developed world that called the shots.”
