Below is the quote from Amit Bhandari;

Amit Bhandari from Mumbai-based think tank Gateway House told EI New Energy that although India needs “such drastic measures,” due to deteriorating air quality, it also needs to consider that vehicular emissions are just a part of the air quality problem. “There are bigger culprits,” he said, like the burning of waste in fields after crop harvesting and dust from construction sites. “Unless government addresses those, just making fuel quality norms more stringent would do little,” Bhandari noted.
