If funding is available to Indian institutions, it can often be measly. The head of a research institution recalls a conversation between a senior academic heading an Indian think tank and a prominent industrialist. The industrialist couldn’t understand why think tanks in India needed substantial amounts of money. He justified this view by pointing to the number of professors who otherwise are paid UGC salaries, who could be lured away from their university jobs with even that small amount of funding
