Divergent global reactions to major crises such as those sparked by the war in Ukraine and NATO’s Afghanistan withdrawal have widened the chasm between Western countries and emerging middle powers. This survey, conducted among nearly 1,000 experts from India, Brazil, South Africa and Germany, examines key foreign policy priorities in these countries, and reveals that despite differences, dialogue is possible.

India’s rise as a global player is linked to the kind of relationship it enjoys with African countries, especially as the latter is undergoing demographic, political, and socioeconomic transitions. A new report on the India-Africa partnership recommends a resilient ‘Africa policy’ that will collectively enhance diplomatic, defense, cultural, and developmental collaboration between the two countries.

The consecutive Presidencies of the G20 for India, Brazil and South Africa provides a rare, unique opportunity to forge an agenda common to both the G20 and IBSA. The timing is coincident: with Russia and China consumed by conflict and zero-Covid respectively, BRICS has receded. IBSA can convert both crises into an opportunity and become relevant to the Global South’s current and future challenges.

The Japan-Africa partnership continues to be emphasised. The goal is to build human capital, sustainable and high-quality growth and the security and stability of the global order in which government, business, and civil society leaders participate on an equal basis. It is an opportunity for Indian companies to work together in Africa, to achieve bilateral goals.

The shadow of the Ukrainian war was visible at the G7 summit. Anti-Russian formations were expected, but the extensive reference to China drew attention. The leaders did their part by extensively discussing challenges relating to climate, energy, environment, health, and food security. It is now for the G7 governments to deliver, to be taken seriously.

The Galwan crisis, pandemic and the Ukrainian war have weakened the BRICS’ credibility, a forum that has played a pivotal role in articulating the case for reformed multilateralism. Beyond grandiose rhetoric and vested interests, these five nations need to first infuse the grouping with internal solidarity and enhance mutual trust for peace, stability and prosperity in the Global South.

On May 6, 2022, Amb. Rajiv Bhatia presented his remarks at the BRICS Think Tank Symposium held in Chongqing, China. Africa as a zone of Sino-Indian contestation has intensified in the COVID era, where both countries extended support to the continent in diverse sectors of human security. Africa needs capacity, and building it means it will not make a choice between India and China, but it will prioritise its own needs and select separately what it needs from both countries

The Oct 30-31 G20 Leaders’ Summit in Rome took several important steps to accelerate economic recovery and health security. In the absence of several Eurasian leaders, India played a significant role especially on climate and energy. The G20 will now acquire greater salience in India's foreign policy, as it readies to lead the grouping in 2023.

On 8 October 2021, the 29th France-Africa summit was held in Montpellier, France. This unique summit focused on youth and civil society engagement, led from the front by French President Emmanuel Macron, in an open and honest dialogue. However, the success of this new outreach will be measured by how France fulfils the promises made at the summit.
